Clearance at Airport or Seaports

NES Export Customs Clearance

NES is the HMRC online system which processes all export declarations for goods leaving the UK for non-EU destinations.  It is a mandatory requirement that clearance is obtained from NES before your goods can leave the UK.

NES operates via CHIEF (Customs Handling of Import and Export Freight), which is the HMRC nationwide computer system which electronically controls the UK's international cargo movements.   You can make NES submissions yourself using your government gateway access, but you must be authorised by HMRC to use NES.   On completion of an application form you will be given a CHIEF role and location and you will also need your EORI number.  

There are three main ways to declare exports under NES:

  • Standard Full Pre-entry Procedure
  • Simplified Declaration Procedure (SDP)
  • Local Clearance Procedure (LDP)

    Once your export has been accepted by CHIEF you will receive an EAD (Electronic Administrative Document) which will contain the UCR (Unique Reference Number) generated by CHIEF and is the document which will travel with your goods.
